NCAP – Competence Assessment Programme for Internationally Qualified Nurses

The aim of this programme is to enable Internationally Qualified Nurses (IQN) to demonstrate the ability to meet the Nursing Council of New Zealand’s competencies for their scope of practice.  On successful completion of this programme, IQNs will be eligible to apply for Nursing Registration with the Nursing Council of New Zealand.

This NZITE programme is intended to provide overseas trained registered nurses NCNZ recognition. This programme provides students the opportunity to understand nursing in the Aotearoa New Zealand context and assess competence of nursing praxis within the Aotearoa New Zealand healthcare setting. When all assessments have been achieved, the Internationally Qualified Nurse or Learner is then eligible to apply to NCNZ for a practising certificate as a NZRN.

On completion of the programme the graduate will be able to implement the standards of safe nursing practice as determined by NCNZ and pertaining to Aotearoa New Zealand health context. The programme prepares students to meet NCNZ requirements for registration as New Zealand Registered Nurse. Graduates of this programme will be able to complete the application to NCNZ for registration within the scope of practice of a registered nurse.

On successful completion of this programme, graduates will be able to:

  • Utilise critical reflection to evaluate and develop nursing practice experience.
  • Evaluate healthcare legislation, legal codes, ethical principles, and decision-making processes in relation to nursing practice in New Zealand.
  • Analyse nursing practice in relation to Te Tiriti O Waitangi / The Treaty of Waitangi and cultural safety.
  • Demonstrate knowledge of the principles for directing, delegating, monitoring, and evaluating nursing care.
  • Apply contemporary nursing skills in health assessment and patient care.
  • Apply contemporary nursing skills in health assessment and patient care.
  • Evidence knowledge in medication management and drug dose calculations.
  • Apply NCNZ competencies as stated in domains of competence for the registered nurse scope of practice, inclusive of the integration of theory to practice.

Nursing theory and Contemporary Practice in Aotearoa New Zealand

The NCAP101 course is delivered over two weeks Monday to Friday from our campus in Auckland. There will be both scheduled classes and online learning components.

Clinical Practice in Aotearoa New Zealand

Total hours – 160

The NCAP102 course is a clinical practicum at a facility meeting NCNZ requirements. This placement is over 4 weeks with a minimum of 160 hours of practicum. Each clinical practicum is rostered differently and may include evening and weekend shifts.

Learners will normally complete the programme within eight weeks*.

*Clinical placements may not start immediately after the first course.  Therefore, whilst learners will normally complete the programme within 8 weeks from the start date, in some instances completion of the programme may take approximately 12 weeks from the start date.

For entry to this programme, applicants are required to provide:

  • A decision letter from the Nursing Council of New Zealand (NCNZ) with the requirement to complete a competence assessment programme.
  • Evidence of meeting NCNZ requirements of proficiency in English language through one of the following:
    • Academic International English Language Testing System (IELTS) with a score of at least 7 for reading, listening, and speaking; and a minimum score of 6.5 for writing. OR
    • Occupational English Test (OET) with a minimum score of 350 for reading, listening, and speaking; and a minimum score of 300 for writing.
  • A duly completed application form providing any additional verified supporting documents, for example work experience, registration, references, curriculum vitae etc.

Other requirements

  • Applicants may be interviewed to assess their suitability to complete the programme.
  • Accepted applicants (prior to programme commencement) will need to provide evidence of adequate travel and medical insurance covering from the day of travel to New Zealand and the full duration of the programme. (recommended 3 months)
  • Accepted applicants (prior to clinical practicum commencement) will need to provide evidence of adequate indemnity insurance.
  • Accepted applicants (prior to clinical practicum commencement) will need to provide evidence of of immunity status covering the following:
    • Hepatitis A, B & C – immune status
    • Tuberculosis – status – Quantiferon Gold testing – no longer than two years
    • Measles – status or evidence of receiving 2 MMR vaccinations if born in NZ after 1969
    • Mumps – status or evidence of receiving 2 MMR vaccinations if born in NZ after 1969
    • Rubella – status or evidence of receiving 2 MMR vaccinations if born in NZ after 1969
    • Chicken Pox – immune status
    • Varicella – evidence of vaccinations in the last 10 years – if no immunity, discuss with NCAP Programme Coordinator/NCAP Programme Manager
    • Methicillin Resistant Staph Aureus (MRSA) – status – nasal swab only
  • Accepted applicants (prior to clinical practicum commencement) will need to provide evidence of being fully vaccinated against Covid -19. 
  • Accepted applicants are required to have access to an appropriate digital device (tablet or laptop) for the duration of the programme, including practicum.

The primary purpose of the assessment in this programme is to assess student’s achievement of the learning outcomes and the application of knowledge, communication, skills, and attitudes. The procedures that are used facilitate the collection of data on which a decision is made about a students’ performance and achievements, and how they relate to the requirements of each course and ultimately the programme. Assessment for the programme is competency based. It is likely assessment methods will be drawn from the following:

  • Assessment tasks and group participation in face-to-face theory sessions
  • Written reports/projects/portfolios/electronic platforms – Moodle/TEAMs
  • Clinical practicum experiences

There are four summative assessments in this programme. You must achieve all assessment requirements to successfully complete the programme

We have placements across New Zealand. You will be notified of your placement location during the first two weeks of your programme. Some candidates may be notified of their placement locations (especially if they are out of Auckland and Waikato regions) prior to commencement of the programme. We cannot guarantee placements at a preferred location. Candidates are responsible for their own travel and accommodation costs.
